Establishes one full-time Veterinary Board Executive Secretary position (Grade C120) for the 2016-2017 fiscal year.

Authorizes up to three (3) part-time or temporary "Extra Help" employees at rates not to exceed the Uniform Classification and Compensation Act.

Appropriates $120,652 total from the Veterinary Examiners Board Fund, including $61,869 for regular salaries, $9,775 for extra help, $19,459 for personal services matching, and $29,549 for operating expenses, travel, professional fees, and member reimbursements.

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, and fiscal control regulations under the Department of Finance and Administration.

Declares an emergency effective date of July 1, 2016 to ensure continuous agency operations, as required by the state constitution's one-year appropriation limit.
