Establishes maximum of 3 regular employees for the Arkansas Manufactured Home Commission in fiscal year 2016-2017: one Director (Grade C124), one Spec Supervisor (Grade C116), and one Specialist (Grade C114)

Appropriates $270,093 from the Manufactured Home Standards Fund for personal services and operating expenses, including $145,655 for regular salaries, $47,850 for personal services matching, and $73,588 for maintenance, operations, conferences, travel, and professional fees

Appropriates $225,000 from the Manufactured Housing Recovery Fund for investments and claims, including $40,000 for maintenance and operations, $50,000 for refunds and reimbursements, and $135,000 for claims

Requires all disbursement of funds to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations

Declares an emergency effective July 1, 2016, finding that annual appropriations are constitutionally required and timely implementation is essential to agency operations
