Establishes maximum of 30 regular employees for the Arkansas Spinal Cord Commission for fiscal year 2016-2017, including one Executive Director at $79,910 annually and various counselors, managers, and administrative staff at specified salary grades.

Appropriates $2,486,552 from the Miscellaneous Agencies Fund for state operations including $1,074,111 for regular salaries, $380,831 for personal services matching, $235,335 for operating expenses, $10,520 for conferences and travel, $90,000 for professional fees, $261,610 for long-term attendant care, and $434,145 for spinal treatment program.

Appropriates $34,500 from federal funds for operating expenses, conferences, travel, and professional fees for fiscal year 2016-2017.

Appropriates $50,000 from cash funds and $503,999 for the Trauma Advisory Council including $114,956 for regular salaries, $37,650 for personal services matching, and $218,337 for rehabilitation hospital assistance grants.

Permits transfer of any state appropriation savings to the Spinal Treatment Program with approval from the Department of Finance and Administration; effective July 1, 2016 through June 30, 2017.
