Appropriates $6,240 to the Arkansas Board of Podiatric Medicine for fiscal year 2016-2017, payable from cash funds, including $1,800 for regular salaries, $138 for personal services matching, $4,052 for operating expenses, and $250 for professional fees.

Requires the agency to request legal services from the Attorney General before employing private attorneys; the Attorney General may authorize private counsel only if certifying in writing that sufficient personnel are unavailable and the agency needs legal assistance.

Restricts fund disbursement to compliance with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Requires all funds to be used in compliance with stated reasons for adoption as evidenced in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2016, to ensure immediate operation of the agency, with approval dated May 3, 2016.
