Appropriates $2,249,183 from the Riverside Vocational Technical School Fund for personal services and operating expenses for fiscal year 2016-2017, including $1,528,186 for regular salaries and $531,893 for personal services matching.

Establishes maximum of 36 regular employees for the school, including 1 Technical Institute Director, 3 Assistant Directors, 5 Specialized Technical Faculty, 22 Career & Technical Faculty, and 8 administrative/support staff positions.

Appropriates an additional $77,006 for the Plumbing Apprenticeship Program, consisting of $58,815 in regular salaries and $18,191 in personal services matching.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2016, to ensure continuous operation of the agency and its essential educational programs.
