Establishes maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2016-2017, including positions such as Mansion Administrator ($91,878), Special Assistant II ($67,760), and Management Special Assistants ($62,903 each).

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,119,994 from the State Central Services Fund for personal services and operating expenses, including $567,354 for regular salaries, $178,810 for personal services matching, and $301,330 for mansion expenses.

Appropriates $500,000 from cash funds in the State Treasury for expenses related to the Governor's Mansion, Grand Hall, and grounds.

Allows the Agency to transfer appropriations between regular salaries and personal services matching line items to the Mansion Expense account with approval from the Chief Fiscal Officer and Arkansas Legislative Council.
