Appropriates $1,734,610,000 to the Arkansas State Highway and Transportation Department from the State Highway and Transportation Department Fund for fiscal year 2016-2017, including $189,000,000 for regular salaries, $64,000,000 for personal services matching, and $9,000,000 for overtime.

Authorizes a maximum of 4,815 employees with specified salary levels ranging from $30,310 (File Clerk) to $198,650 (Director of Highways & Transportation).

Appropriates $34,000,000 from the State Aid Road Fund for construction and improvement of roads on the State Aid Road System with authorized transfers and county refunds.

Appropriates $4,600,000 from the Arkansas Public Transit Trust Fund for federal matching funds and public transit programs, $30,000,000 from the State Aid Street Fund for municipal street improvements, and $550,000,000 for four-lane highway construction bonds.

Appropriates $5,000,000 for road and bridge repair from damages by natural gas extraction equipment and $3,000,000 for the Commercial Truck Safety and Education Program.
