Establishes a maximum of 45 regular employees for the Commissioner of State Lands for fiscal year 2016-2017, with salary ranges from $45,450 to $105,616.

Appropriates $3,671,810 from the State Central Services Fund for regular salaries ($2,689,619), extra help ($40,000), personal services matching ($866,191), and operating expenses ($76,000).

Appropriates $36,334,056 from cash funds for delinquent tax operations, including $1,209,056 in operating expenses, $1,750,000 in professional fees, $375,000 in refund/recording fee reimbursements, and $33,000,000 for delinquent tax remittal and sale refunds.

Appropriates $267,800 from cash funds for capital outlay and operating expenses, $250,000 for the Adopt a Document Program, and $250,000 for submerged lands projects.

Authorizes up to five temporary or part-time employees as extra help and requires compliance with state procurement, accounting, budgetary procedures, and fiscal control laws; effective July 1, 2016.
