Establishes maximum of 1,064 regular employees for Northwest Arkansas Community College for fiscal year 2016-2017, with detailed salary ranges from President at $159,215 to entry-level positions at lower grades.

Authorizes up to 360 additional temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $17,251,512 from the Northwest Arkansas Community College Fund for regular salaries under state operations.

Appropriates $202,510,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and other operational costs for the college.

Appropriates $118,282 for the Child Protection Training Center operating expenses and declares an emergency effective July 1, 2016.
