Appropriates additional federal and state funds for Help America Vote Act ($2,500,000 federal and $515,000 state match), election assistance for disabled ($161,321 federal), county voting system grants ($1,500,000), and federal voting assistance research ($94,000).

Permits Secretary of State to make optional additional salary payments to law enforcement certified Capitol Police employees (ranging from $300-$1,200 annually based on certification level) if sufficient revenues exist, pending Chief Fiscal Officer approval.
