Establishes maximum of 33 regular employees for the Office of the Treasurer of State for fiscal year 2016-2017, including positions such as Chief of Staff, Senior Investment Manager, and Chief Deputy Treasurer at specified salary rates.

Authorizes up to 5 part-time or temporary "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates total of $5,370,504 from the State Central Services Fund for the fiscal year ending June 30, 2017, including $2,239,462 for regular salaries, $689,407 for personal services matching, $1,000,000 for operating expenses, and $1,250,000 for data processing system/services.

Grants the Treasurer of State authority to transfer appropriations between line items within Section 3 with approval from the Chief Fiscal Officer and review by the Arkansas Legislative Council.

Declares an emergency clause making the act effective July 1, 2016, stating that delayed implementation would harm essential governmental programs.
