Appropriates additional funds from special revenue sources totaling $8,740,233 for community correction programs, federal programs ($438,493), residents services ($2,722,516), county jail reimbursement ($3,109,636), best practices ($4,000,000), court accountability grants ($2,800,000), and pay-for-success programs ($3,000,000)

Authorizes up to 54 contingent medical services positions and allows department director to transfer appropriations between line items with approval from the Chief Fiscal Officer and Legislative Council or Joint Budget Committee

Grants authority for transfers to address utility/fuel rate increases, motor vehicle purchases, and holiday compensation payments for certain correctional officer classifications upon prior approvals
