Establishes a maximum of 75 regular employees for the Arkansas Crime Information Center for fiscal year 2016-2017, including 1 director at $107,856 annually and various managers, analysts, and support staff at specified salary grades.

Appropriates $8,040,594 from the Crime Information System Fund for the ACIC Operations program, covering regular salaries ($2,709,772), personal services matching ($999,054), maintenance and operations ($2,460,733), and data processing ($1,201,035).

Appropriates $134,898 in federal funds for the Criminal History Improvement Program, $60,000 for Systems Conference operations, $150,000 for Sex/Child Offender Registration Program, and $150,000 for the Arkansas Real-Time Scrap Metal Logbook program.

Authorizes a $500,000 contingency appropriation that may be used for regular salaries, personal services matching, and maintenance expenses if additional funds become necessary, subject to approval by the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2016 to ensure uninterrupted operation of the agency and requires all fund disbursement to comply with state procurement, accounting, budgetary procedures, and fiscal control laws.
