Appropriates $616,921 for the State Board of Licensure for Professional Engineers and Professional Surveyors for fiscal year 2016-2017, including $284,554 for regular salaries, $12,000 for extra help, and $94,347 for personal services matching.

Authorizes a maximum of 6 regular employees including an Executive Director, Professional Engineer, Assistant Executive Director, Fiscal Support Analyst, and 2 Licensing Coordinators.

Permits up to 1 temporary or part-time employee at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Requires the agency to request legal services from the Attorney General first, and prohibits payment for outside counsel unless the Attorney General certifies in writing that sufficient personnel are unavailable and consents to private counsel employment.

Declares an emergency effective date of July 1, 2016, citing the constitutional prohibition on appropriations for more than one year and the necessity for immediate agency operations.
