Establishes maximum of 408 regular employees for North Arkansas College for fiscal year 2016-2017, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 500 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $9,481,584 from state operations fund for personal services and operating expenses, including $6,900,000 for regular salaries and $1,325,000 for personal services matching.

Appropriates $49,385,000 from cash funds for salaries, extra help, operating expenses, capital improvements, debt service, and fund transfers.

Takes effect July 1, 2016 as an emergency measure necessary for the immediate operation of the college.
