Appropriates $23,633,802 from the Pulaski Technical College Fund for regular salaries and $298,160,000 from cash funds for personal services and operating expenses for fiscal year 2016-2017

Establishes maximum of 998 regular employees including 198 faculty members and 500 part-time faculty, with detailed salary schedules for administrative, classified, and academic positions

Authorizes up to 400 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

Cash fund appropriations include $18,800,000 for regular salaries, $3,500,000 for extra help, $25,000,000 for personal services matching, $150,000,000 for operating expenses, $75,000,000 for capital improvements, and $10,000,000 for debt service

Declares an emergency effective date of July 1, 2016 to ensure continuous operation of the college and requires compliance with state procurement, accounting, and fiscal control laws
