Establishes a maximum of 133 regular employees for Rich Mountain Community College for fiscal year 2016-2017, including administrative, academic, classified, and auxiliary positions with specified salary ranges from $42,873 to $159,215.

Authorizes up to 80 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $3,601,187 from the Rich Mountain Community College Fund for state operations, including $2,455,000 for regular salaries, $29,187 for extra help, $565,000 for personal services matching, and $552,000 for operating expenses.

Appropriates $10,195,000 from cash funds for personal services and operating expenses, including $3,250,000 for regular salaries, $375,000 for extra help, $1,500,000 for personal services matching, $1,750,000 for operating expenses, $375,000 for conferences and travel, $2,250,000 for capital outlay, $300,000 for capital improvements, and $380,000 for debt service.

Declares an emergency effective July 1, 2016, to ensure immediate operation of the college and was approved on May 3, 2016.
