Establishes maximum of 308 regular employees for East Arkansas Community College with specified positions and salary rates for fiscal year 2016-2017, including executive positions ranging from $159,215 (President) to administrative and classified staff positions.

Authorizes up to 249 part-time or temporary "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $6,914,173 from state operations funds including $4,750,198 for regular salaries, $21,000 for extra help, $1,150,000 for personal services matching, and $992,975 for operating expenses.

Appropriates $27,400,000 from cash funds for fiscal year 2016-2017, including $2,500,000 for regular salaries, $1,694,734 for personal services matching, $2,604,000 for operating expenses, and $15,593,266 for capital improvements.

Takes effect July 1, 2016 as an emergency measure necessary for the agency's immediate operation and continuity of essential governmental programs.
