Establishes maximum of 235 regular employees for Cossatot Community College for fiscal year 2016-2017, including administrative, classified, and academic positions with specified salary ranges from $42,873 to $159,215.

Authorizes up to 100 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,467,673 from state operations funds for regular salaries ($3,495,673), extra help, personal services matching, maintenance and general operations.

Appropriates $25,398,000 from cash funds for regular salaries ($4,250,000), extra help, personal services matching, operations, capital improvements ($2,000,000), debt service ($1,000,000), and promotional items.

Requires compliance with state procurement, accounting, budgetary procedures, and fiscal control laws; becomes effective July 1, 2016 under emergency clause.
