Appropriates $6,749,516 in state operations funds for the University of Arkansas Community College at Hope for fiscal year 2016-2017, consisting of $5,218,149 for regular salaries and $1,531,367 for personal services matching.

Appropriates $12,049,640 in cash funds for personal services and operating expenses, including $1,474,640 for regular salaries, $4,250,000 for operational expenses, $2,800,000 for capital improvements, and $900,000 for debt service.

Establishes a maximum of 212 regular employees across administrative, classified, and academic positions, including a Chancellor at $159,215, faculty at $85,186, and various directors and support staff at specified salary levels.

Authorizes up to 200 temporary or part-time employees as "Extra Help" at rates not exceeding those in the Uniform Classification and Compensation Act.

Effective July 1, 2016, with an emergency clause declaring immediate effectiveness necessary for the agency's operation.
