Establishes maximum of 44 regular employees for the Oil and Gas Commission for fiscal year 2016-2017, including 1 director at $113,383 annual salary and 1 deputy director at $103,648 annual salary.

Authorizes up to 10 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,249,119 from the Oil and Gas Commission Fund for personal services, operating expenses, pollution control, data processing, geological research, and related programs.

Appropriates $500,000 from cash funds for refunds and reimbursements and $2,500,000 from the Abandoned and Orphaned Well Plugging Fund for well plugging program expenses.

Authorizes the Oil and Gas Commission to request up to $2,000,000 annual transfer from the Oil and Gas Commission Fund to the Abandoned and Orphaned Well Plugging Fund, effective July 1, 2016 through June 30, 2017.
