Appropriates $36,511 to the Arkansas Dietetics Licensing Board for fiscal year 2016-2017, consisting of $18,977 for regular salaries, $9,305 for personal services matching, and $8,229 for operating expenses.

Authorizes employment of one Dietetics Licensing Board Secretary at Grade C115 salary classification.

Requires the agency to request legal services from the Arkansas Attorney General before employing outside attorneys, with Attorney General certification required for each special counsel engagement or annually for retainer-based counsel.

Mandates compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of appropriated funds.

Declares an emergency clause making the act effective July 1, 2016, as required by Arkansas Constitution prohibiting multi-year appropriations.
