Establishes 4 regular full-time positions for the State Board of Private Career Education for fiscal year 2016-2017, including a board director, program/field auditor supervisor, program/field audit specialist, and administrative specialist III.

Authorizes up to 4 temporary or part-time "Extra Help" employees at compensation rates set by the Uniform Classification and Compensation Act.

Appropriates $439,987 from the Private Career Education Fund for regular salaries ($239,687), extra help ($32,500), personal services matching ($94,800), and operating expenses including office operations ($63,000), conferences and travel ($4,000), and professional fees ($6,000).

Appropriates $50,000 from state cash funds for operating expenses, conferences and travel, and professional fees.

Appropriates $500,000 from the Private Career School Student Protection Trust Fund for expenses, claims, and fees, effective July 1, 2016.
