Appropriates $61,398,761 for the Department of Human Services - Division of Aging and Adult Services for fiscal year 2016-2017, including regular salaries ($12,856,824), extra help ($120,434), and operating expenses.

Authorizes a maximum of 310 regular employees and 18 temporary or part-time employees across various classifications, including 76 registered nurses, 76 program eligibility specialists, and 37 adult protective services workers.

Appropriates $2,400,000 for Meals on Wheels transportation services, $70,000 for Arkansas Senior Olympics matching funds, and $20,000 for Ms. Senior Pageant expenses.

Allocates $5,000,000 for senior citizen centers distributed according to federal Older Americans Act funding formula requirements.

Authorizes use of nursing home care alternatives funding ($7,287,525) for community-based services including home delivered meals, adult day care, homemaker/chore, respite care, and Medicaid matching programs.
