AR HB1141

Amends Arkansas Revenue Stabilization Law to include civil penalties paid or recovered under § 2-24-108(d)(2) as revenues for the Miscellaneous Agencies Fund Account.

Establishes maximum revenue allocations of $5,191,313,440 for fiscal year 2016-2017 and thereafter, distributed proportionally to education, human services, higher education institutions, and other state funds and accounts.

Provides additional $13,800,000 distribution to supplement the 90th Session Projects Account of the General Improvement Fund for discretionary transfers upon Arkansas Legislative Council or Joint Budget Committee approval.

Directs Chief Fiscal Officer to transfer $50,000,000 from unobligated General Improvement Fund balances to the 90th Session Projects Account for authorized fund transfers or Executive Discretionary Division projects.

Directs Office of Attorney General to transfer $2,272,377 from unobligated cash funds received from court orders and settlement agreements to the Department of Veterans' Affairs for North Little Rock Veterans' Home startup costs and operations.

Becomes effective July 1, 2016 under emergency clause; superseded if identical Senate Bill 129 is also enacted.
