All funds allocated to maintenance and general operation expenses, with $652,351 designated for operational expense and $0 allocated for conferences and travel, professional fees, capital outlay, and data processing

Requires compliance with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws in fund disbursement

Designates funds for use consistent with Agency Requests, Executive Recommendations, and Legislative Recommendations as documented in budget manuals and official minutes of the Arkansas Legislative Council and Joint Budget Committee

Declares an emergency clause due to unforeseen circumstances making previously appropriated funds insufficient for the State Insurance Department to provide essential governmental services; became effective May 9, 2016
