Appropriates $400,000 in supplemental funds to the Department of Education - Arkansas School for the Deaf for fiscal year 2015-2016, payable from the School for the Deaf Fund Account.

Allocates $200,000 for operating expenses and $200,000 for special maintenance.

Funds are supplemental and in addition to appropriations made by Act 70 of 2015.

Requires compliance with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws in disbursing funds.

Declares an emergency clause due to insufficient existing funds for the school to continue essential governmental services, making the act effective immediately upon passage and approval on May 9, 2016.
