Appropriates $250,000 to the Department of Finance and Administration - Disbursing Officer for fiscal year 2015-2016 for Personal Services - Payplan Extra Help from Miscellaneous State Treasury Funds.

Provides supplemental and additional funds beyond those appropriated by Act 1070 of 2015 to support constitutional officers and various state agencies.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws.

Establishes that funds must be used in compliance with stated reasons for adoption as documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations prepared by the Department of Finance and Administration.

Declares an emergency clause, making the act effective immediately from the date of passage and approval due to insufficient funds for the Disbursing Officer to continue essential governmental services.
