• Establishes maximum of 15 regular employees for Arkansas Senate for fiscal year 2016-2017, with salary grades ranging from N918 (Director) to C119 (Properties Officer)

• Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

• Appropriates $2,713,787 from State Central Services Fund for staff services, including $1,963,896 for regular salaries, $25,000 for extra help, $549,891 for personal services matching, and $175,000 for maintenance and general operations

• Appropriates additional funds: $15,000 from Constitutional Officers Fund for Senate orientation expenses; $2,400,000 from Constitutional Officers Fund for reappropriation of prior year balances; $2,400,000 from State Central Services Fund for reappropriation of prior year balances; $700,000 for computerization; $700,000 for renovations and improvements

• Permits Senate Efficiency Committee to transfer unused appropriated funds between items and allows Senate to exceed maximum salary levels by up to 20% for up to one-third of positions or for merit adjustments; effective July 1, 2016
