Establishes a maximum of 247 deputy prosecuting attorney positions for the Auditor of State for fiscal year 2016-2017, including 15 part-time attorneys at Level III, 8 at Level II, 55 at Level I, plus 3 senior positions at Grade N908, 6 at Grade N906, 2 special positions at Grade N905, 37 supervisors at Grade C130, 32 specialists at Grade C129, and 89 attorneys at Grade C128.

Appropriates $20,497,611 from the State Central Services Fund for fiscal year 2016-2017, comprising $15,709,357 for regular salaries, $4,783,454 for personal services matching, and $4,800 for special deputy expense allowance.

Authorizes elected prosecuting attorneys through the Prosecution Coordination Commission to request special rates of pay for deputy prosecuting attorneys in grades C128, C129, and C130, effective July 1, 2016 through June 30, 2017.

Declares the Assembly's intent to transition from local to state funding of deputy prosecuting attorney salaries while maintaining flexibility to serve all judicial districts equitably without adversely affecting districts with well-functioning systems.

Establishes an emergency clause effective July 1, 2016, citing the constitutional prohibition on multi-year appropriations and the need for immediate implementation to ensure proper agency operations.
