Establishes maximum of 579 regular employees for Arkansas State University - Beebe for fiscal year 2016-2017, with salary ranges from $52,495 to $159,215 depending on position and classification.

Authorizes 175 temporary or part-time "Extra Help" employees for main campus operations and 50 for ASU-Beebe Heber Springs campus, at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $13,949,754 from state operations funds and $60,634,400 from cash funds for personal services, operating expenses, capital improvements, and debt service.

Appropriates $900,520 from state operations funds and $22,060,600 from cash funds for ASU-Beebe Heber Springs campus operations and expenses.

Requires proportional budget reductions across all ASU-Beebe campuses if general revenue forecast declines during fiscal year; act becomes effective July 1, 2016.
