Establishes maximum of 329 regular employees for SAU-Tech for fiscal year 2016-2017, with positions ranging from Chancellor at $159,215 annually to various classified and academic staff positions.

Authorizes 175 temporary or part-time "Extra Help" employees for SAU-Tech operations, 55 for Fire Training Academy, and 50 for Environmental Training Academy.

Appropriates $7,375,534 from SAU-Tech Fund for state operations including $4,602,134 in regular salaries, personal services matching, maintenance and general operations, and capital outlay.

Appropriates $19,625,000 from cash funds for operations including $3,800,000 in regular salaries, $6,000,000 for capital improvements, and $1,075,000 for debt service.

Appropriates $2,397,142 from SAU-Tech Fund and $2,541,000 from cash funds for Fire Training Academy operations; appropriates $625,608 from SAU-Tech Fund and $1,573,000 from cash funds for Environmental Training Academy operations.
