Establishes maximum of 358 regular employees for Southeast Arkansas College for fiscal year 2016-2017, including 20 administrative positions, 30 classified positions, 5 academic positions, and 67 faculty members plus 195 part-time faculty.

Authorizes up to 200 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,977,071 from the Southeast Arkansas College Fund for state operations, including $5,600,000 for regular salaries, $750,000 for extra help, $1,100,000 for personal services matching, and $527,071 for maintenance and general operations.

Appropriates $32,450,000 from cash funds for personal services and operating expenses, including $2,000,000 for regular salaries, $1,000,000 for extra help, $8,150,000 for capital improvements, and $1,200,000 for fund transfers and investments.

Effective July 1, 2016, with emergency clause provisions to ensure continuity of college operations for the fiscal year ending June 30, 2017.
