Establishes maximum of 299 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2016-2017, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 110 temporary or part-time "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $7,533,929 from state operations funds including $6,000,000 for regular salaries, $165,000 for extra help, $1,343,929 for personal services matching, and $25,000 for overtime.

Appropriates $43,625,000 from cash funds for regular salaries ($9,000,000), extra help ($600,000), personal services matching ($4,000,000), operating expenses ($9,000,000), capital improvements ($15,000,000), debt service ($1,200,000), and other operational costs.

Becomes effective July 1, 2016, with an emergency clause citing the constitutional one-year appropriation requirement and need for immediate operational funding.
