Reappropriates balances from previous capital improvement appropriations to the War Memorial Stadium Commission, effective July 1, 2016, from General Improvement Funds totaling $2,585,000 for various maintenance, renovation, and facility improvements

Reappropriates cash fund balances totaling $611,771 for specific projects including Field Turf maintenance ($435,000), Southwest Concourse Restrooms ($42,500), and North and South Scoreboards ($127,500)

Prohibits contracts or obligations in excess of State Treasury funds actually available and requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law

Specifies that funds must be used only for stated purposes as evidenced by Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and Joint Budget Committee minutes
