Establishes maximum of 3 regular employees: one Embalmers & Funeral Directors Investigator (Grade C118), one Inspector (Grade C116), and one Fiscal Support Specialist (Grade C112)

Requires the Burial Association Board Executive Secretary and Administrative Specialist III to also handle State Board of Embalmers and Funeral Directors administrative activities, with the State Board paying one-half of their salaries and matching during the first quarter of each fiscal year

Restricts legal services to those provided by the Attorney General's Office, unless the Attorney General certifies insufficient personnel availability and consents in writing to private legal counsel employment

Declares emergency clause to make act effective July 1, 2016, stating the appropriation is essential for agency operations and delay could cause irreparable harm to governmental programs
