Appropriates $2,077,932 for the Department of Finance and Administration - Building Authority Division state operations for fiscal year 2016-2017, including $1,534,528 for regular salaries and $491,249 for personal services matching.

Establishes maximum of 29 regular employees for state operations and 40 regular employees for building maintenance operations, with additional authorization for up to 9 temporary or part-time employees.

Appropriates $13,125,666 for building maintenance operations from the Building Authority Division Maintenance Fund, including $1,474,802 in regular salaries, $2,307,186 in debt service, and $8,359,115 in operating expenses.

Appropriates funds for critical maintenance ($5,000,000), Justice Building operations ($732,032), Justice Building maintenance ($504,659), facility acquisition and maintenance ($2,800,000), and the Sustainable Building Design Program ($10,739,371 in loans).

Authorizes the Building Authority Division to transfer funds between accounts and from other state agencies with approval of the Chief Fiscal Officer and Legislative Council or Joint Budget Committee; prohibits demolition of the 501 Building (formerly Aegon building) and requires retention as state office space.
