Establishes a maximum of 3 regular employees for the Arkansas State Board of Dental Examiners for fiscal year 2016-2017: an Executive Director (Grade C123), an Investigator (Grade C117), and an Administrative Analyst (Grade C115).

Appropriates $498,364 total for the Board's operations, including $172,486 for regular salaries, $51,949 for personal services matching, $214,637 for operating expenses, $7,166 for conferences and travel, $42,126 for professional fees, and $10,000 for refunds/reimbursements.

Requires the Board to request legal services from the Arkansas Attorney General before employing outside counsel, and mandates annual re-advertisement for any outside legal counsel with legislative approval.

Restricts fund disbursement to compliance with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and regulations.

Declares an emergency effective July 1, 2016, to ensure continuity of the Board's operations and essential governmental programs.
