Appropriates $11,727,847 to the Department of Human Services - Division of State Services for the Blind for fiscal year 2016-2017, including $2,904,731 for regular salaries, $384,174 for extra help, and $5,019,977 for purchase of services.

Authorizes a maximum of 76 regular employees and up to 30 part-time or temporary employees for the division.

Authorizes a general waiver of the Financial Management Guide to allow the agency to provide college-level coursework in degree programs for Rehabilitation Counselors selected by the agency, funded only by federal grants with no state general revenue.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws.

Makes the act effective July 1, 2016 and declares an emergency to ensure uninterrupted agency operations.
