Establishes maximum of 1,127 regular employees for the Department of Human Services - Division of Children and Family Services for fiscal year 2016-2017, with specified position classifications and salary grades.

Authorizes up to 65 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $85,375,440 for operations including $39,297,324 in regular salaries, $625,000 for extra help, $14,787,617 for personal services matching, $4,000,000 for overtime, and $12,145,347 for operating expenses.

Appropriates $45,550,038 in state grants for residential treatment ($10,860,055) and foster care ($34,689,983).

Appropriates $60,230,751 in TANF foster care funds and declares the act effective July 1, 2016 as an emergency measure.
