Establishes a maximum of 91 regular employees for the Division of Youth Services for fiscal year 2016-2017, with positions ranging from Deputy Director to Fiscal Support Technician across various grade levels.

Authorizes 34 part-time or temporary "Extra Help" employees at rates of pay consistent with the Uniform Classification and Compensation Act.

Appropriates $10,099,188 for operations including $3,650,965 in regular salaries, $1,297,276 for personal services matching, and $1,516,046 for statewide prevention/intervention youth development services.

Appropriates additional funds for specialized programs: $1,671,520 for Juvenile Accountability Incentive Block Grants, $2,550,000 for community-based sanctions, $20,150,017 for community services, $6,262,546 for federal child and youth service grants, and $29,291,690 for residential services.

Authorizes up to 120 contingent educational services positions (including 80 certified teachers) that can be utilized only with approval from the Chief Fiscal Officer, Governor, and Legislative Council if private educational provider contracts are discontinued.
