Establishes maximum of 2,708 regular employees for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2016-2017, with specific classifications and salary grades listed.

Appropriates $163,332,535 for personal services and operating expenses, including $79,291,519 for regular salaries, $1,889,553 for extra help, $32,760,921 for personal services matching, and various operating costs.

Appropriates additional funds for Special Olympics grants ($178,768), community programs ($50,000), grants to community providers ($15,892,045), and children's medical services ($3,175,484 combined state and federal).

Requires community-based providers to maximize use of Medicaid funding for eligible individuals and screen recipients for Medicaid eligibility within 30 days of service start.
