Establishes a maximum of 204 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2016-2017, with positions ranging from executive director to administrative specialists.

Authorizes up to 13 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $23,850,642 for operations, including $7,393,834 for regular salaries, $2,755,678 for personal services matching, and $8,901,845 for professional fees.

Appropriates $115,760,622 in federal grant funds for child care development discretionary ($35,469,372) and child care food program ($80,291,250).

Appropriates $40,130,656 for child care grant/aids and $120,863 for loan guarantees and grants, with an effective date of July 1, 2016.
