• Establishes maximum of 1,167 regular employees and 335 temporary/part-time employees for the Department of Human Services - Division of Behavioral Health Services for fiscal year 2016-2017

• Appropriates $131,106,353 from the Behavioral Health Services Fund Account for state operations including regular salaries ($40,701,756), extra help ($6,032,518), personal services matching ($16,818,290), and overtime ($4,212,006)

• Appropriates additional funds for community alcohol safety operations ($4,094,167), canteen operations ($349,048), patient benefits ($75,000), community mental health centers ($8,780,603), mental health grants ($9,789,616), and other behavioral health programs totaling over $200 million

• Allocates $8,780,603 in state assistance to 13 community mental health centers on a per capita basis with conditions including annual audits, performance standards, and quarterly reporting requirements

• Effective July 1, 2016 with emergency clause due to constitutional requirement for annual appropriations and need for immediate operation of essential governmental programs
