Authorizes five part-time or temporary "Extra Help" positions for the Office of the Governor during fiscal year 2015-2016: Legislative Clerk ($1,100/week), Legislative Assistant Clerk ($550/week), Legislative Senior Administrative Assistant ($525/week), Legislative Receptionist ($475/week), and Legislative Administrative Assistant ($450/week)

Appropriates $154,840 from the Constitutional Officers Fund for fiscal year 2015-2016, consisting of $38,750 for Extra Help salaries, $113,125 for maintenance/operation/expenses, and $2,965 for personal service matching

Authorizes the Governor to employ one Lead Legislative Liaison (entitled to up to $250 per diem per day in session) and four Legislative Liaisons (entitled to up to $200 per diem per day in session), all serving without regular pay

Salaries and per diem become effective April 13, 2016, with payment processing authorized through the Department of Finance and Administration - Management Services Division

Contains emergency clause declaring immediate effectiveness from the date of passage and approval to ensure proper agency operations
