Amends Arkansas Revenue Stabilization Law to include civil penalties paid or recovered under § 2-24-108(d)(2) as revenues for the Miscellaneous Agencies Fund Account.

Establishes revenue allocation distributions beginning fiscal year 2016-2017, with the State Treasurer transferring remaining general revenues monthly to various funds and accounts based on proportional maximum allocations totaling $5,191,313,440.

Provides secondary allocation of up to $127,986,560 from remaining general revenues to selected funds, including $88,000,000 to Department of Human Services Grants Fund Account and $23,726,030 to Department of Education Public School Fund Account.

Allocates $13,800,000 in monthly distributions to supplement the 90th Session Projects Account of the General Improvement Fund for authorized transfers and executive discretionary division projects, subject to Arkansas Legislative Council or Joint Budget Committee approval.

Transfers $50,000,000 from unobligated General Improvement Fund to the 90th Session Projects Account and directs Attorney General to transfer $2,272,377 from court settlement funds to Department of Veterans' Affairs for North Little Rock Veterans' Home startup costs; becomes effective July 1, 2016.
