Appropriates $80,000 in supplemental funds to the Arkansas Commission on Law Enforcement Standards and Training for fiscal year 2015-2016, payable from the Miscellaneous Agencies Fund Account.

Allocates funds as follows: $0 for operating expenses, $2,000 for conferences and travel, $0 for professional fees, and $78,000 for capital outlay.

Funds are supplemental and in addition to appropriations made in Section 4 of Act 29 of 2015.

Requires disbursement to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws.

Declares an emergency exists due to insufficient funds for the commission to continue providing essential governmental services, making the act effective immediately upon passage and approval (approved May 9, 2016).
