Reappropriates the balance of appropriations from Act 670 of 2015 to the Arkansas State Highway and Transportation Department for grants to Regional Intermodal Transportation Authorities in a sum not to exceed $25,000, effective July 1, 2016.

Grants funds may be used for feasibility studies, planning, research, advertising, property acquisition, personal services, bond issuance and servicing, and construction or improvement of facilities and services.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, or unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2016, citing the constitutional one-year appropriation limit and essential need for agency operations.
