Reappropriates balances from prior appropriations to the Department of Higher Education, effective July 1, 2016, from the General Improvement Fund.

Allocates $4,000,000 for Governor's Distinguished Scholars program scholarships.

Allocates $15,000,000 for maintenance, renovation, construction, and repair of higher education facilities and real property.

Allocates $10,000 and $30,000 respectively for Historically Black Colleges and Universities scholarships and outreach programs.

Allocates $2,000,000 for fund transfer to the Workforce Initiative Act of 2015 Fund.
