SB 22 Summary

• Reappropriates balances of capital improvement appropriations for Arkansas higher education institutions, effective July 1, 2016, including amounts for Henderson State University, Southern Arkansas University, Arkansas State University, Arkansas Tech University, University of Arkansas system campuses, and University of Central Arkansas.

• Allocates funds from the General Improvement Fund for campus construction, renovation, technology infrastructure improvements, deferred maintenance, and equipment purchases across all designated institutions.

• Appropriates funds from the Arkansas Natural and Cultural Resources Grant and Trust Fund for historic site and building preservation projects at multiple universities.

• Prohibits contracts or obligations exceeding available State Treasury funds, though institutions may supplement with grants, donations, federal funds, or unobligated cash income.

• Contains disbursement controls requiring compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws; declared emergency effective July 1, 2016.
